Windows File Chooser Button should say “Select” not “Open”

Windows File Chooser Button LabelWindows file chooser should label the button to choose the file as “Select”, not “Open” as shown here because…

it can be called from many different contexts, not all of which are trying to open a file,

or the default “Open” label should be overridable,

or if it is overridable, programmers should override it in cases like this one where you’re trying to upload a file not open it.

You may not always be opening a file but you’re always selecting it for something – selecting it to be opened, selecting it to be copied, selecting it to be uploaded as in the example below.  “Select” applies in all cases.  Do you agree?
